The lush green jungle and reddish-brown elevations of Lote, located on India’s west coast, lead to a modest rise where a industrial facility stands against the sky.
The factory is largely newly built, but its machinery is not: it comes from the former Miteni factory in Vicenza, Italy. Miteni ceased operations in 2018 after one of the worst environmental scandals in the nation’s modern record: after decades of producing persistent PFAS compounds, the company’s management was prosecuted for contaminating water resources in an area home to 350,000 people. In June, its former executives were convicted at the local tribunal of environmental damage and additional offenses and given prison sentences, which they are expected to appeal against.
Understanding PFAS: Toxicity Levels and Exposure Routes
And yet, the entire operational setup, its patents and processes – all required components to manufacture Pfas – is now here in Lote Parshuram MIDC, a vast industrial enclave almost 4,000 miles away, sandwiched among villages and groves of trees. And the factory has just started to resume PFAS production.
Once known for its specialism in creating methods for advanced chemicals, Miteni is now infamous for the toxic legacy it bequeathed. In 2011, scientists found exceptionally elevated levels of PFAS compounds in the plant’s wastewater. Numerous of residents had been subjected through potable water.
The worst-affected were Miteni’s own workers. Ilario Ermetti, 69, who worked for decades in its fluorinated chemical department, showed one of the highest concentrations of PFAS documented in human blood. “When the story came to light, I reviewed a list of medical conditions associated with Pfas, and discovered I had them all,” states Ermetti.
Elevated concentrations of Pfas in the bloodstream are linked to higher chances of malignancies, heart conditions, organ impairment, fertility issues and additional ailments. Ermetti is presently recuperating from a recent medical procedure.
Michela Piccoli, 51, a healthcare worker and activist with Mothers Against PFAS, began mobilizing after learning her offspring’s blood tests showed high levels of forever chemicals. When she learned that Miteni’s proprietary information and machinery were being sent to India, she was stunned.
“As mothers, as women, our concern has grown,” she said. “Since our kids are the children of all.”
After Miteni went bankrupt, its holdings were acquired in 2019 by Viva Lifesciences, a subsidiary of the Indian chemical company Laxmi Organic Industries – the only bidder in the open sale. By early 2023, all the equipment was being shipped en route to Mumbai. At the same time, Laxmi was boasting of its new acquisition to investors. Transcripts of investor gatherings indicate that Laxmi’s management downplayed ecological worries, with its chairman, Harshvardhan Goenka, declaring that Miteni was “operating lawfully in compliance with European standards”.
Goenka is a member on the directorate of Laxmi Organic Italy, a company established in 2021. Another is Antonio Nardone, the last chief executive of Miteni, who was convicted of ecological offenses and false accounting at the June trial and given six years and four months in prison. Per a ex-supervisor speaking on condition of anonymity, Nardone was traveling for work to India prior to the firm’s collapse.
While Laxmi bought Miteni’s properties in June 2019, the ecological review for the building of the plant in Lote reveals that in March 2018 the firm was already planning to start producing fluorochemicals compatible with Miteni’s offerings. Laxmi Organic Industries did not respond to requests for comment.
By 2021, Laxmi’s strategy clearly outlined the goal to “capture [the] market share of Miteni” and emerge as a top player in the manufacturing of Pfas and specialty chemicals. Shipping records show that, to secure validation on the quality of the chemicals, in 2024 Laxmi started sending out samples to firms with past business relationships with Miteni, including BASF, Chemours, DuPont and FMC.
Since early 2025, Laxmi’s site in Lote Parshuram has been fully operational, producing chemicals that will be utilized for pesticides, medicines, dyes, beauty products and additional goods.
Investigations have shown that levels of persistent pollutants in the environment are alarmingly high, especially near manufacturing facilities. But although international attention is increasing, in India the issue is not yet a policy priority.
“If we look at the regulations, [Pfas] is absent in such guidelines. It’s not recognised by the Indian government as of today,” said Rajneesh Gautam, an ecological scientist at the academic institution. “Independent research groups across India have conducted studies in various regions. But these studies are limited in scope, and there are still only a handful.”
Parineeta Dandekar, coordinator of the regional environmental group, says the Lote Parshuram industrial district “has a dismal environmental track record”. After it was set up in 1986, “the livelihood of fishing populations in this region totally deteriorated,” she said.
The chemical district is dependent on a centralised wastewater treatment plant that has been at the forefront of complaints.
“The local villages have always stated that it’s not working properly,” said Dandekar. “During power outages, a common occurrence in rural Maharashtra state, the plant fails to operate and industries discharge polluted water directly into the waterways.” Environmental authorities have sent multiple notices to the site in the past few years.
In the EU, the regulatory agency is reviewing a plan to prohibit the production, importation and use of more than 10,000 persistent compounds. This scrutiny may be pushing the sector to the global south, according to Claudia Marcolungo, a professor of environmental law at the academic institution. “I believe that this issue should be investigated, because the fact that Miteni’s production, patents and equipment have been transferred to a country like India should prompt consideration, minimally, on the influence that these global corporations have to move in countries where there is evidently a race to the bottom in terms of ecological safeguards.”
Miteni has closed down, but the company’s toxic legacy continues – at the contaminated site in Vicenza, and in Lote. The medical effects linked to Pfas production are expected to impact communities that are already struggling with an hazardous setting for generations.
“The area has experienced sufficient environmental destruction already,” says Dandekar. “If more dangerous companies move in, it’s perpetually concerning.”
